Are these 2 functions equivalent:

They appear to be syntatically equivalent but the 1st works and the 2nd doesnt.
Edit: classic case of mismatched parenthesis and improper spacing, I'm not using a text editor which matches parentheses and now these both work as they should.
With the new ult cooldown reduction scaling additively with ultimate hunter, a Rioter has confirmed that it fully stacked with maximum CDR from all other sources, it will result in ultimates having a cooldown of 19.25% of their original cooldown. On lux, 19.25% of her ult CD is 7.7 seconds. On karthus his ult CD will be 30.8 seconds.
As much as I appreciate them testing this during preseason instead of during the first split, I think riot needs to go back to the think tank on this one. It favours high impact ultimates far too much, especially when a lot of these champs incorporate CDR into their builds anyway.
Like honestly, what part of 'fun' is getting napalmed by a karthus ult twice a minute.

I am a new fizz player and I've combed the threads on builds and what the High elo fizz players are going. Mango fish, and /u/jst4funz seem to be going zhonya's first and then mythic, what is the reasoning behind this? Wouldn't this delay your burst and snowballing potential?
Secondly, I see a lot of traction on going Luden's now for a mythic item vs Liandries. Wouldn't fizz benefit more from the ability haste it gives?

Adding the base AD of the champion on top of this means each AA will do ~1050 damage (at lvl 18).
I'm not telling this is a viable build or OP, I just wanted to tell you guys this is possible :)

10% CDR from Transcendence (at lvl 10) + 10% CDR from scaling CDR rune shard (at lvl 18) + 10% CDR from Ionian Boots + 100% CDR from 5 ER's = 130% CDR.
--> 130% - 40% = 90% overcapped CDR x 12AD per 10% = 108AD + 300AD from ER = 408AD.
You can also exchange one Essence Reaver with another 20% CDR AD item like Spear of Shojin so you have some other stats and perhaps another passive.
Or going Infinity Edge: you lose 84AD (60+24), but gaining 80 AD again and 25% bigger crits, meaning each AA will do ~1170 damage.

A Nope, they are quite strong if built properly. I made this guide because that's a misconception. You just need to build Hammerdins around Cooldown Reduction in order to bring your teleport from 2 to 1.2 seconds
Q Why 75% Faster Cast Rate over 125%?
A This build requires a few key pieces to function including Enigma, Alma Negra and Phoenix Weapon all of which don't include faster cast rate making it extremely hard to reach 125% faster cast rate. I tested a ton of 125% FCR setups and while some of them almost compared to this setup in chaos they fell behind in maps and therefore became inferior
Q Why Phoenix Weapon?
A Phoenix Weapon has Redemption Aura which redeems nearby bodies for Mana and Health. This build lacks sustain, has high mana costs and takes damage telestomping in to packs because hammers don't have the immediate damage output that most telestomp nova builds have it takes more hits in high density maps. Also because Phoenix can be made in a Paladin Scepter you can still get +3 to Blessed Hammer and +3 to Concentration if you're lucky enough making it comparable in bonus skills to Hoto
Q How do you play the build?
A You teleport in to a pack then swap to Blessed Hammers on Left click and Concentration on right click. (It boosts Hammer Damage even though it shouldn't based on tooltip) From here you cast 2-3 Blessed Hammers before teleporting again (even if the monsters around you aren't dead) and repeat the process. If you need to move long distances you swap to charge and vigor which can feel clunky. An example of keybinds I use are Q (Blessed Hammers - Left Click) + W (Concentration Aura - Right Click) then A (Charge - Left Click) with S (Vigor - Right click) so that i just move my fingers and press QW at once to enter hammer/concentration mode and AS at once to enter charge/vigor mode. Then I use R on right click to teleport so i can still spam hammers out of a tele, once again these are just examples of my keybinds to give you an idea of

Empowered Q isn't much better, below 250 considering you have to have 2 normals before and only got a abyssmal window to proc it. Range to short to reliably have it in a siege/skirmish.
It can't be that you have to rush Voidstaff as 2nd item if your enemy grabs a spectres cowl. Stuff like Maokai, Sion, Ekko and Malphite do more damage while going full tank and having more CC/utility.
I hope Vlad Q will get looked at, improving his empowered Q missing health ratio or 30 dmg on E won't do the trick. Base buff on the normal Q and increasing the empower Q window (1.5-2.5 additional sec won't break the game).
Edit: Appreantly 40% winrate means Vlad is fine and everyone who isn't building him fulltank in lowelo is bad and needs to learn to play.

Recently I played Aatrox with scaling cdr and Cosmic Insight for as much cdr as possible in the early game. It works very well, but there is still a problem to solve... his low atk speed.
After I saw the planned changes for patch 9.9, I thought about to use the atk-speed substat rune instead of the scaling cdr one, also including the runepage I used on old Aatrox mainly for over half a year. The runes will look like at the top, BUT it will work for toplane only. You have more safety in early game, have good dmg, sustain, better utility with the tenacity and the extra atk speed, even if it is only 10%, which helps EXTREMELY much to use auto attacks with Aatrox, you do not even need Spear of Shojin or Trinity Force for extra atk speed. Also you will have the opportunity to be a great offtank, a decent dmg dealer, or, if the changes come to life, a great tank unless you do not need that much cdr anymore if you have ult ready to provide more cc to the enemies due to the reset, all based on the situation.

it might be helpful to know that attacking the decoy before expiring will grant you the resets

Build is Roa>seraph>IBG>spirit>rabadon>warmog
On the pratice tool it nets me 660 or so AP(112 AP from seraphs mana conversion and 100 AP from transcdence) about 146 armor,around the same MR, 3800 or so HP almost 5k mana and 40 CDR. Seraph shield is 700.
When conq is stack it reachs 700 AP.
You think it would work in rank for next season?

I'm on SSDI and I'm schizoaffective. I've been becoming more and more recluse and stopped going to my doctor...I have no medical to send to my CDR. I was already told I"ll be sent for a CE... I'm really worried that my habbits have pushed me to fail my CDR. Is there anything that can be done?
I really like the Lucidity boots which give 10% CDR but I can't quite get over the fact that Swain would never in a million years put them on.
