The use of red and blue ensigns for British Colonies and Dominions seems pretty interchangeable to me. How come Australia and New Zealand eventually stuck to the blue ensign, while Canada (pre-1967) favored the red ensign?

White, red, blue ensigns - where were the squadrons?
This question is ONLY about the Napoleonic period and earlier, so responses about the 1864 decision of the red ensign for merchantmen, white for warships, and blue for pretentious yachtsmen (joking!) etc., would be of general interest but not on point. During the "Great Age of Sail," the red, white and blue ensigns were flown by RN ships belonging to (and sailing under the orders of the admiral commanding) the red, white, and blue squadrons. When the entire fleet was massed to fight the Dutch, these admirals would command the van, rear, and main body of the fleet. In 1790 when RN warships were all over the planet, the white ensign (if I understand correctly) was used for warships in "the home waters," but what ensign would a brig-sloop in the Leeward Islands Squadron Fleet? What about the Med? How about the North American Station at Halifax? Is there a pattern? Did captains know from their sailing orders? Any assistance would be appreciated.
