This is a question for those people mentioning BCDA's New Clark City will become a "white elephant" after the 2019 SEA Games.
First off, NCC is not built for the 2019 SEA Games, in fact, the Government just used the Games to showcase NCC to the rest of the world, so it can attract more investors = more development from the private sector.
Second, it was built as a new "capital city" that will replace Manila, Malaysia already did this in the 1990s, they built Putrajaya to replace Kuala Lumpur because it's already crowded back then. Development of a "skyscraper city" can take years or even decades, you can't have a Makati CBD-styled city in just 1 year.

Magandang umaga, kababayan! We had an educational fieldtrip in Luzon last June 5 to 11, 2016 and one of our itineraries was to go to the Ocean Adventure, Zoobic Safari, and George Dewey Medical and Wellness Center ---- all located in an industrial zone called the Subic Bay Freeport Zone. When we arrived in the SBFPZ, I was expecting it to be a bustling place filled with noisy vehicles, busy pedestrian, and the like. But it turned out to be a quiet place. I find it eerie because there's some point wherein we're the only ones who are driving on a main road and almost no signs of human activity can be found. It felt like a deserted place even the Subic Bay International Airport feels abandoned with no flights or any passengers seen. Even the GDMWC was silent because virtually there are no patients within the vicinity. I felt like it was a ghost town and I don't know if this is really the case or not. Maganda pa naman itong lugar na 'to.
For those living near the Subic Bay Freeport Zone, please correct me if I am wrong. I will love to hear your side. Thank you and mabuhay!

What will be the possibilities of having the Subic Bay Area/SBMA as an economically important city/LGU in the Philippines as with Makati, BGC & Ortigas? Will the BGC we know today no longer exists in this timeline or its economic competition with Pampanga gets fiercer since the Subic Bay SAR will act as a de facto metropolis in the Central Luzon area?
Should it be as its de-facto independent nation like Hong Kong fighting for independence from the Philippines?
The common vision for this ATL Subic Bay SAR is that its constituents enjoy a much higher standard of living (in par with Singapore; or it can be like Cebu but much prosperous as the Subic Bay has easier access to major economies in Asia as well as Europe & Americas) compared to Manila. The Subic Bay SAR will cover the whole city of Olongapo in Zambales and the towns of Subic (Zambales), Morong as well as the western half of Hermosa (Bataan).
Unlike the NCR, the Subic Bay SAR will act as an autonomous region like Bangsamoro but with economic importance, liberal socioeconomic policies and much stricter laws.
Many people are upset that Costa Rica, a beautiful and safe country, doesn't have an special economicnzone in San Jose or maybe in a nice little Pacific city.
I figured the rich coast would see how wealthy Panama has become with its big investment hub and try to compete.
Or what about Singapore? Look how that little city grew in ten years. Why can't Costa Rica do this?
And who would have thought that the Emirates, formerly known as the Trucial States under the British Crown, would ever become the glitzy country that it is today?
I think Costa Rica is capable of so many things, it could become so wealthy and illustrious. Why not develop a special economic zone to bring foreign investors?
