I'm just looking for a little assistance in building a FO4 tribute to two of my favourite TV western law men - Deadwood's Seth Bullock and Justified's Raylan Givens.
I figure the character needs to be somewhat charismatic, but with crazy high endurance and gun skills. I'm not the greatest at figuring out what stats he'd need to have, so I'm hoping more experienced and technically minded players might be able to give me a break down of the build for that type of character.

As a Canadian I was very surprised to learn that the character Seth Bullock once resided in Etobicoke, Ontario, which is about a 15 minute drive west of Toronto.
It's a very curious choice as the city (https://en.wikipedia.org/wiki/Etobicoke) has a relatively small population of about 365,000 and an unremarkable history as far as Canada goes. It was originally populated with First Nations (Aboriginal) peoples and later with immigrants from the UK (around the late 1700s).
After Bullock states that he's from Etobicoke H.W. Smith says, "So you were born in Canada". Bullock doesn't correct him. It's listed in IMDB under "goofs" (https://www.imdb.com/title/tt0556296/goofs) and that he was actually born in Amherstburg, Upper Canada (Upper Canada is now considered to be Ontario).
Why anyone would place a character's origin in a relative obscure Canadian city I guess only Milch knows.
I'm in the middle of rewatching season 2. I get that they are trying to establish that William is unfamiliar with Seth. But he's his brother's son, so I would assume from birth he would have had the last name Bullock regardless of his mother remarrying. So I cannot for the life of me figure out why he keeps calling him "Mr. Bullock". Was it his half-brother or something? Is it just a slip up in writing, is there a historical context, or did I simply miss some key details along the way. Any help or insight is appreciated!
