Dr. Donna Shaver has been under a gag order for over a year.Β She is not allowed to speak about what is happening to the endangered sea turtle program at Padre Island National Seashore (PINS). Now she has been suspended in retaliation for filing a whistle blower complaint.
Dr. Shaver must be allowed to speak! She has been invited to speak by local elected officials.Β However, she will be fired for appearing unless she is given permission to speak by the Department of Interior. She should have the right to speak about how she is being bullied in the workplace and howΒ the sea turtle program is being dismantled.

Oct 1, 2019: Mark Spiers retires and authorizes a Review of the Sea Turtle program at PAIS [Padre Island National Seashore.] Dr. Donna Shaver has been Chief of the Sea Turtle Science and Recovery Program for over 40-years. Eric Brunnemann takes over as acting superintendent.
Early Dec. 2019: Review Team arrives at PAIS. A team consists of 5 members, none of whom have experience with nesting Kempβs ridley turtles and all from out of state.
Feb 1-5, 2020: Dr. Donna Shaver was elected president of Southeast Regional Sea Turtle Network in 2019. Eric did not permit Donna to give her presentation at this event and forbade her from appearing in her NPS uniform. Donna resigned as president just before the symposium.
End of March 2020: Eric becomes permanent superintendent at PAIS.
Spring of 2020: Donna is advised that she will have an opportunity to comment on The Review.
June 8, 2020: Mike Reynolds, Regional Director of NPS, signs The Review. It is a lengthy 60 pages long.
June 12, 2020: Eric gives The Review to Donna after releasing it to the Corpus Christi Caller-Times. Donna did not have an opportunity to read The Review of her department before being released to the public.
June 22, 2020: Eric informs Donna that the $300K grant awarded for turtle research will be returned. She was advised not to apply for any more grant money.
July 2020: Email sent to Donna about not contacting media about The Review. Donna has been under this gag order ever since.

Mid-Summer 2020: Dale Rankin, the editor of The Island Moon, goes to PAIS and requested an interview with Eric regarding the Sea Turtle Program and The Review. Eric would not talk to Dale and referred him to the Regional Office in Denver.
July 2020: Brian Kenner, a former NPS employee at Badlands National Park under Ericβs command, calls Donna to warn her about Eric because Eric dismantled his black-footed ferret program placed him on administrative leave without pay for 2 years. He sued and won but the ferrets remain badly underfunded and positions have been cut which were the basis of obtaining base funding increases to the park.

"Almost $300,000 of project funds β funds from the National Park Service that Shaver competed for and won over other parks β were diverted from the sea turtle program last year.
The NPS has said the money was taken from the program because it was meant to fund monitoring of green sea turtles, a species that is more populous along Florida coasts than the Texas Gulf Coast.
That money made up almost a third of the sea turtle programβs budget. To offset the loss, the review proposed reducing employeesβ overtime, scaling back beach patrols for the rescue of sea turtles and eggs, limiting research on sea turtles, reducing the number of public hatchling release events and limiting beach driving by requiring paid permits.
But implementing those proposals would mean fewer sea turtles are saved and could slash tourism, advocates of the program said.
Roberson said Shaver was not asked to give input on the review before it was released to the public, and that she and others suspect that officials will shift congressional base funding from the sea turtle program to other divisions at PINS.
Christopher Marshall, the marine biologist from Texas A&M University-Galveston, said he was asked to contribute to the review of the sea turtle program.
He said he found the review to be inaccurate and that the authors did not seem to have much experience in conservation issues unique to Texas. "

When it comes to Corpus Christi, the National Park Service doesn't give a rusty rat's ass. The Superintendent won't talk with reporters and the staff is not allowed to. The Chief Turtle Scientist is under a gag order and suspended. They can do whatever they want down there without saying why or what they are doing and we are paying for it!
