Rather than courses becoming a form of punishment for people who speed or have been caught drink-driving, these courses should be an obligatory event to maintain a high standard of driving. From the moment you pass your test, bad habits develop so I think a necessary refresher course would be the perfect tool to correct any bad habits that have formed. These refresher courses should be an onerous event for the driver but more a chance to reflect on their own practice and how they may be able to improve. The courses would be about educating drivers on road safety; breaking distances as well as really highlighting the consequences of speeding, drink driving and using your phone while driving.
Hypothetically, these courses would not be pass/ fail however by choosing to not attend, you would be accepting that your insurance premium would rise.

Blockchain and Money by the Massachusetts Institute of Technology – Taught by MIT professor and current head of the SEC, Gary Gensler, the course offers an overview of blockchain technology and Bitcoin, with a focus on potential blockchain applications in the financial sector.
Cryptocurrency Engineering and Design by the Massachusetts Institute of Technology – The course focuses on the design of Bitcoin and other cryptocurrencies and how they function in practice, with an emphasis on cryptography and network architecture.
Bitcoin and Cryptocurrency Technologies by Princeton University via Coursera – The course contains over 23 hours of material and covers everything from the basics of crypto and blockchain to an in-depth overview of Bitcoin and Altcoins.

Context and the nature of the situation is important. But if you find yourself in a bad situation with a cop that think's they are above the law your best course of action to escape your predicament will always be to try and de-escalate if possible. Stay calm, answer the questions with a yes, sir and a no sir. Your priority is to get out of there with your life and try to deal with it through legal action later.
Just because someone is wearing a uniform doesn't mean they are not a criminal. Deal with the situation as you would a criminal. The safest course of action against a mugger with a gun is to hand over your wallet. It's not worth your life. Same goes for a trigger happy cop who wants to push you around. It sucks. It shouldn't happen. But sometimes you have to swallow your pride and prioritize your safety.
[Edit] This is not to say accepting your situation is an acceptance of society. And, once again, context is important. Are you ready to become a martyr over a parking ticket?
