I'm not a star wars know-it-all, but wouldn't it have been easier if the empire blamed the destruction of those planets using the death star and star killer base on the rebels? They already label the rebellion as a terrorist organization. Lord Vader could have easily united the Galaxy against them in the name of patriotism and "serving your galaxy".
