His role in the Palmer Raids confuses me. How did Palmer lose all credibility when Hoover was the one who executed the Raids? How did Hoover position himself in way in which he did not get in trouble for his role in the Palmer Raids, let alone get rewarded by being made head of the FBI until his death?

I was wondering what the best setup for a president J. Edgar Hoover timeline was? Whenever I see this ask a lot of people either say a coup or something to do with martial law, but I really think that's all going too far.
That being said, my knowledge of American politics at that time is not... the best.
Scenarios I've thought of mostly put him in charge in the 60's, about 1964-1972. I assume regardless of circumstance, if he becomes president in a normal manner, he's going to continue his FBI shenanigans through second in command Toldson.
Regardless, I was wondering what some of you think is the best setup for a timeline like this, and at that, what likely comes after?
