It's been 6 months since I bought a Toyota Mirai and I've submitted my documentation in order to get my HOV stickers for my car. I know they are more urgent problems, but I am wondering why the changes we need to do, small or bigger, are so difficult to deal with the bureaucracy?
Here is my story about my new hydrogen car:
I received a first letter telling me after submitting that the dealership had not submitted yet the registration of the vehicle even so I had a prior document stating the car was registered.
I sent again the documents and waited several months. A week ago, I received another letter from CARB stating that my car is not on the eligible vehicle list on their website! Totally inaccurate answer, as my car is on the list!
What is so annoying is that it's been 6 months, and I am regretting this purchase right now, it has been so much hassle, papers filling and always the doubt that something will go wrong, either the State incentive will run out of money, or that the IRS credit in 2022 won't apply to this purchase, or the gas station is broken (more than 70% of the time) or something else.
I think that when people decide to buy a vehicle, or remodel their house for more energy efficient HVAC, or solar panels, that the process should be EASY and within a few months. And not such a painful and frustrating process.
Maybe rather than questioning why people are not doing these changes? Maybe a big reason is all the inadequate administrative process, overly complicated?

I'm unable to get my supercharged 2001 4Runner registered in CA because I can't get it smog checked. I can't get it smog checked because this part is not stock, and therefore is not listed on the CA Air Resource Sticker under the hood as part of the approved engine configuration.
I bought this 4Runner as is when I lived in Idaho, and the previous owner did the supercharger upgrade. I don't want to remove the supercharger, and I love the extra power, but I don't know where to get the CA ARB sticker for this part as I didn't order the work, and so don't know who manufactured it.
Any help or advise on this situation would be extremely helpful. If your recognize this part, and can tell me the manufacturer, that would be a godsend. I would really prefer not to have to have the Supercharger removed and this car taken back to stock to get it registered in CA.
