Why did India delay its entry into the 1971 Bangladesh Liberation War?
Inidira Gandhi was reportedly ready to go to war with Pakistan April 1971. Her leading general infamously claimed the war was unwinnable if launched immediately, due to the Indian Army's unpreparedness, and the monsoon season. He could only guarantee victory in November. Gandhi apparently accepted this assessment, but the Indian Army did not take direct action until December 1971.
How much of an effect would unpreparedness and the monsoon actually have had on the war?
It seems excessively cautious. US intelligence had already concluded that Pakistan could never suppress a Bengali succession (too many people, not enough troops or supplies) and that assessment was made under the assumption that India would not intervene.
Why then did India delay its entry into the war? Inertia?
