When it's the UN Security Council handling it, the outcome is very predictable, because in 1993 they adopted a resolution stating that NK is part of Azerbaijan and that they recognize Azerbaijan's territorial integrity.
This is the 2016 disaster. Under this logic, NK's final resolution must be handled per the Azerbaijani constitution.

This sort of reform has traditionally been opposed by the Uniting for Consensus group, which is composed primarily of nations that are regional rivals and economic competitors of the G4.
