Note that the Manitowoc coroner had worked with these same experts in the past, meaning the Manitowoc Sheriff's Office was well aware she would likely call on them again.
There is a ton of testimony from multiple experts regards the poor efforts at documenting the fire pit bones and the methods a forensic anthropologist would have used. I believe this section of testimony from Dr. Fairgrieve gets right to the heart of the matter.

Our 501-c-3 (CA) is an all-volunteer organization. In the first couple of years, the Board had an unwritten prohibition against spouses and/or domestic partners serving at the same time. Three years ago, however, an exception was made for one couple, and since then, the partners of two other sitting Directors have been elected to the Board. Some of us believe this is a problem, and we're going to propose a Bylaw amendment prohibiting this from happening again.

Bloomberg reports that the White House is considering passing an EO (Executive Order) to regulate crypto.
Its insanely infuriating to see how crypto policy is being formed. They are coming up with crypto policy designed by people with zero skin in the game.
The article reports that :

This makes no sense whatsoever. Anyone who really understands crypto will end up owning it.
If you want to form crypto policy, you need to hear from actual people with skin in the game, who use crypto. Not a bunch of psuedos who have never used crypto but claim they are experts. Like that one tart from UK, Frances Coppola who pretends to be an expert, but didnt even know what a wallet was. She claimed an offline wallet cant receive coins.
They want to form crypto policy without discussing it with anyone from crypto.
Recently politicians and regulators stock investments have been under scrutiny, after it was revealed that several Federal Reserve board presidents have been counter trading stocks with insider information, knowing how their decisions will move the stock prices. This is patently criminal action, but they have been allowed to memory hole this and get on with their lives. It was exposed that one of the Fed board heads Kaplan was trading S&P minis with a minimum tick size of $1m. Other Congress/Senate politicians have also been in hot water for insider trading.

But ultimately, on August 11, 14th Circuit Solicitor Duffie Stone did.

Why is this important?
Well, it certainly speaks to the fact that there was an active identification of an existing potential for an appearance of impropriety and steps were taken to avoid that appearance.
As such, the crime scene, located in Manitowoc, was taken over by CASO. This explains the MTSO coroner as, per the mutual aid pact p 72, CASO and DCI had control.
What is a Mutual Aid Pact?
A mutual aid pact is, broadly, an agreement among emergency responders to lend assistance across jurisdictional boundaries.
To be clear, nothing we know about this pact would preclude MTSO resources from being used under CASO and DCI direction.
Why were Colborn and Lenk used? They were deposed in the case cited as the potential CoI!
True, and good question. In a vacuum, itβs easy to say that MTSO should have had minimal or no presence on the crime scene and, if CASO needed resources or equipment, that they should choose LEOs that werenβt deposed. In a vacuum, I donβt disagree.
But we donβt know who else at MTSO had experience in processing a crime scene. We donβt know the personnel challenges MTSO was facing. We donβt know much.
What we do know is that the entire crime scene jurisdiction was turned over to CASO and DCI. Via this, we do know that huge steps were taken to avoid any appearance of impropriety. Thus the participation of Colborn and Lenk, and their eventual appearance in court, wasnβt called off under the mutual aid pact which, by appearances, means MTSO didnβt think that Colborn and Lenk were significant enough in the 1985 case to rule out in the interest of any potential CoI. I mean, neither were even with MTSO in 1985.
Summary
Feel free to espouse any belief you have about how the jurisdictional decisions were made - right down to resources and equipment usage, but remember: MTSO was not recused. Far from it. In fact they were a party to a mutual aid pact.

Judicial disqualification aka recusal is a practice of where a judge abstains from overseeing and taking actions that may present a conflict of interest. Ie the defendant in the case is the judgeβs family member, so when presented with the case, they can cite the conflict of interest and withdraw, letting someone else handle it. This is done to insure judges are acting as impartial arbiters of the law and that the ethics of the case can hold up to scrutiny. Similarly, recusal is practiced by other public officials, especially elected officials, for the same reasons of fairness.
What I want to know if there is something equivalent in the military in order to prevent conflicts of interest. The mission comes first, but the missions and the people in the military vary widely. I imagine things are handled differently depending on the job duties, and whether the soldier is enlisted, an NCO, or a commissioned officer. It could be simple as βI am on the evaluation team for a new weapons system. My brother works for and is on the bidding team of a company in this competition, therefore I must recuse to ensure there is no appearance of impropriety.β Or, it could be more dramatic, such as βI moved to another country and ended up serving in their armed forces, but now my home country and host country are going to war, and my unit would be deployed to fight my home country.β
I ask because the second example happens in a story I am writing. Very dramatic. They are in a Cold War type situation at the beginning of the book. Home town secrets but the home town is a country. The host country and their military is fictional, thus can have different rules than the US. But I think yβall would like seeing how these soldiers handle a difficult situation in a believable way.
