DFRLab (Digital Forensic Research Lab) wrote an article about the bomb. It uses satellite photos to confirm that phosphorus was used against lands controlled by Armenians, therefor the Azeri claims of "Armenians using it themselves" are baseless.
It notes that the use resulted in damage to nature. The video was shared. It notes that the international bodies did not pay enough attention to this incident, although Transparency International's Armenia office did publish "ecological alarm" paper.

His account of events: The volunteer forces were not properly commanded, which resulted in desertion. In 2016 we also had organizational issues when people reached the front lines disorderly. When this war began, there was a selective draft instead of everyone being called to commissariats.
The volunteers were not prepared to fight. I myself had not held a weapon for 23 years before this war. After spending a few days in a military base and being properly armed, they took us to the most immediate front line. 52 of us with 2 commanders dig trenches and prepared for the next morning's attack.
The morning's attack was overwhelming. We gave 6 deaths and 4 wounded. Commanders told us to retreat to avoid encirclement; 12 of us chose to stay without a commander; I became the commander.
Then the regular army came to aid. We fought for 10 hours and crushed the much larger enemy group. We asked the regular army to take us in their ranks, despite us being volunteers and less experienced. The Lt. Colonel agreed.
This was a military organizational issue. The government is right that the volunteer/mobilized troops couldn't do their duties, but it wasn't their fault. Volunteers weren't properly trained before the war.

The DNC has been using Russia as its boogie man, and it seems the media is generally playing along with this claim. To me though, this seems like it could be really bad for foreign relations with not only Russia but other countries if it sets a precedent of government officials and potential presidents accusing countries of hacks to divert attention from the content.
Not only does it sound like libel on a nation-wide scale as well as the DNC regressing to an old-fashion view of Russia as America's Great Enemy that was a remnant from the Red Scare, but seems like a surefire way to piss off allies and other countries the we aren't currently at war with.
My questions:
What are potential consequences of these claims?
If Hillary is elected, do you think Russia will respond to these claims?
And how can government officials make circulate claims like these without proof?

Since the whole Crimea, Ukraine and sanctions thing has been going on, how has US public policy been reflected within its top secret Stargate program? Especially considering how tied in with that program the Russian military and government are?
And similarly, what about relations with China? Have there been any noises made within the higher reaches of the US government about not giving alien technology to China as long as it is a threat to US interests in the South China Sea?
Or has the Stargate Program managed to stay relatively aloof from the whole thing because of the role of the IOA?
