Good evening all. I am so glad to be here to speak to you and speak to the wonderful councillors from all parties on West Dunbartonshire Council. We have had a wonderful talk about what the government in Holyrood can do to help them and a topic that came up a lot was Justice. So I would like to come before you all today and speak about the Scottish Progressives plan for justice so that you can remain well informed on our goals in our fight towards a more equal and rehabilitative justice system in Scotland.
First of all I shall talk about our previous achievements in relation to Justice and what we will be doing to expand upon them. Over the last term we introduced a bill establishing an anti-bias police commission within Scotland tasked with work to end discrimination and bias with the Scottish police. We hope to expand upon this next term by introducing mandatory anti-bias and de escalation training for all police as an expansion on this previous bill. While we have one of the better behaved police forces in Scotland we still face problems with issues such as racism and other discrimination which needs to stop as well as unneeded police brutality.
Of course in my view there is no point to training police to be not cruel when we have prisons designed to drag out prisoners' mental suffering and horrid conditions within them. This is something we need to work to change and at the core it is a fundamental issue with our entire justice system. While over the previous term the government and indeed opposition parties have made great strides in improving our justice system we need to take a stand and move away from our current punitive justice system and towards a system which is a more rehabilitative one. It has been proven time and time again that in countries with a rehabilitative justice system such as Norway reoffending rates go way down and former prisoners are more likely to become functioning members of society once again.
And this brings up an even better question again. If the police have to use violent techniques at times as is their job why do we also rely on them to respond to non-criminal activity. It is my opinion that we should work towards shifting responsibility for responding to non-criminal activity away from the police and either to a new body or to already existing ones.
