New York State Cottage Laws? Can’t find a straight answer
I’ve been researching how to go about starting a home bakery business. On the New York Cottage Laws site it says cupcakes are fine but no “buttercream”...? It then goes on to say most buttercreams without “dairy” are okay but check locally. Does anyone have any definitive answers to explain this? I read up on NPH and PH products and saw some recipes for NPH buttercreams. Any insight or information to set this straight would be SO appreciated! Thank you

Hi there, I am having a very hard time understanding the cottage laws in NY (link below). I have read this page 3x and still struggle to understand what is legal and what is not.
I would like to sell spices via e-commerce across the USA - sending them out from New York. Is this legal? What about for coffee?
What if I did the preparation and packaging in a kitchen at a cafe that has a positive department of health rating.
