Palmyra Atoll?
The Palmyra Atoll is the only unorganized incorporated territory of the US. Despite having no population (currently!), will/should it have some form of representation?

Palmyra Atoll and the Sea Wind Murder.
I looked into random islands and history a few years back (I was wondering if I hypothetically wanted to sail to a remote island, where would I go) and stumbled upon palmyra atoll. This small atoll 1000 miles south of Hawaii has a lot of history apparently and a good true crime story. Itβs now government owned but In the 1970s, it was open for all sailors as a stop and place to rest. I thought itβd be a good suggestion. See below:

Where would I apply for/prove my citizenship if I was born on Palmyra Atoll
I am under the impression that since Palmyra Atoll is an incorporated US territory, anyone born there would be a natural born US citizen. However, it is an unorganized territory with no permanent inhabitants so if I were to say have a child born there, what would the process be to get a social security number or a birth certificate (which is the proof of a natural born citizenship by my understanding) for that child. Also would the government allow that citizenship; for example could that child become president.

Land vs Reef: 1903 map of Palmyra Atoll
I found this old map of Palmyra Atoll. In WWII the US Navy expanded the islands, interconnected some, expanded others. This is before that time. I am doing an undergraduate report on that change now, but I have little experience with old maps. Can someone help me label the islands? I cannot differentiate!

Palmyra Atoll's artificial land
Posted something similar to this in r/Maps. During WWII the US Navy changed the landscape of Palmyra Atoll considerably, adding roads, causeways, and expanding existing islands. The link I added is the atoll in 1903. I could really use help in identifying the islands reported on this map, as they all kind of blur together in this antique map.

TIL in 1974, a couple disappeared along with their yacht from the uninhabited Palmyra Atoll while vacationing. Theyd feuded with a man on the island, whose boat was not seaworthy and was out of supplies. 7 years later, the wife's body washed ashore Palmyra, and the man was convicted of her murder.

I was a scientist who lived on Palmyra Atoll, an atoll of islands located about halfway between Hawaii and Samoa. AMA
This place is located just above the equator, and is only inhabited by 4 - 20 scientists year round. I studied the local wildlife here because most of the species were endangered. Palmyra is a true paradise, but tourism is very limited (You would need a contract). I studied there for 5 years, but I quit to study here in the Australian Outback. Other places I worked at are Alaska, Bolivia, Mongolia, and even a brief time in Antarctica (Lenie Station). AMA!

When the Territory of Hawaii was incorporated on April 30, 1900, Palmyra Atoll was incorporated as part of that territory. However, when the State of Hawaii was admitted to the Union in 1959, the Act of Congress explicitly separated Palmyra Atoll from the newly federated state. Why?
