I've read that the Northwestern Hawaiian Islands (minus Midway Atoll) and Hawaiian Ridge-Emperor Seamount Chain are both apparently administered by the State of Hawaii. I assume, then, that these are both regions that are a part of the State of Hawaii. However, most of the sizes and dimensions for the size of Hawaii that I read only seem to take into account the eight main islands or the eight islands plus the Northwestern Hawaiian Islands. If indeed the seamount chain is also administered as a part of Hawaii, just how big is this state really?
I ask because it's starting to sound like this state is actually really gargantuan, just mostly water.
Now that the Origins update gave us planets with tall mountain ranges and deep canyons and valleys, can you imagine the same thing being done for oceanic planets?
Dive beneath the surface of the open ocean and descend into the depths of ocean floors thousands of meters deep. You would also encounter deep trenches similar to the deep canyons you see on dry land.
Now imagine building an underwater base at those great depths.
I dont know if there is any established lore that focuses primarily on the Eyes of the Emperor. From what I understand they are spies that have freedom to pick and choose their operational parameters. However surely it is counter intuitive to operate a spy agency with no clear direction.
My questions stem around the Lore but theories and educated guesses are welcome.

Are you like James Bond, do you receive a mission, investigate, follow leads then complete said mission?
Can you just go rogue and do your own thing in the name of the Emperor or answer to a 'chief' or the Captain General?
Where do you source the funding for equipment? And what equipment would you use? Would the Custodes let you keep some things?
You're investigating a chaos cult which you believe is a threat to the Emperor, you learn that they have a base on a densly populated planet, is there a safe house with everything you need for a base of operations there? Same question but a sparcly populated world?
Now you're a God of a man: tall, powerful, charismatic and smart. You run into an Inquistitor who thinks you maybe heretical, how do you prove who you are?
A line traced westward from the Mendocino FZ would seem to intersect the bend. As far as I've read, these two features are unrelated. What is the reason why?
