I'm buying a laptop for my friend who is being detained in a detention centre. (For those who are not in Australia, our detention process for refugees is notably inhumane. My friend has been in detention since he arrived here from Bangladesh 8 years ago).
If I purchase a secondhand laptop for him, the centre has requested that it be "tested and tagged". This basically involves a "Portable Appliance Tester" being used to ensure that the device is not a fire/electrocution hazard, as far as I can gather.

I have called and asked a few secondhand appliance stores whether they test and tag their products, but none of them seem to understand what I'm asking. They state that they do quality control checks, but the people I've spoken to cannot tell me whether they actually "test and tag" the laptops.
Because we are currently in COVID-19 lockdown (I'm located in the Melbourne area), I'm not legally allowed to go anywhere to get the laptop tested and tagged myself after I buy it. My intention is to buy the laptop online from a store that will test it for me, and have them ship it directly to the detention centre.
I would love any advice/input.

I just started my first grow this week. My setup is a 4'x2'x5' tent, a 320w Kingbrite quantum LED board, and a vivosun ventfan w/ carbon filter (filter is not attached yet, as my seeds are still germinating).
I have all of my electrical above waist level, and no fabrics around my electrical. My setup is plugged into a surge protector with nothing else on it, and is rated for above the amp draw of my driver.
I'll have the light plugged into a timer plugged into the surge protector.
Is there more I need to do for fire safety?

Basically need to replace my breaker box as my house is old and it is not in code. Recieved 2 quotes.
One for 2500 to lower the meter outside as it is too high, install new break box 150 amp main breaker, all new breakers and grounding system.
Second quote is for 7500 (copy and paste from quote sheet): ECTRICAL PANEL UPGRADE WITH FIRE GUARD PROTECTION : INSTALL NEW 150 AMP MAIN BREAKER COPPER BUSSED ELECTRIC PANEL IN GARAGE. The second quote seems ridiculously high compared to the first and maybe I am reading it wrong but the only difference I am seeing is the second one includes the "fire guard art fault fire protection system". Google hasn't been much help on that. The second quote was sent in a pdf and looked nicely written while the first quote was from a master electrician with 30 years experience via text. Both are licensed and insured and include a one year full warranty.
Is the second one just an overpriced gimmick?
