I really enjoy the new levy system and I'm sure everyone else does too, but I think most would agree that the system has room for improvement. Perhaps the simplest, yet the most bettering (English isn't my first language alright? I looked it up and "bettering" is indeed a real word) change would be ability to change the commander of the capital levy. Governors should have more than one important stat so it makes sense in gameplay terms to restrict leadership of regional levies to them, but the capital levy is always led by your ruler and I believe that there much more flexibility should be allowed. Currently, when you play a small nation surrounded by other similar small nations (and 70% of the map is exactly like this) the military skill of yours and neighboring rulers is pretty much all that matters since your armies are of almost exactly the same strength, if you start with a ruler who has 2 martial nothing else really matters, you simply cannot beat your neighbor whose ruler spawned with 7 martial and that's not fun. You can of course hire mercs, but that's your whole early game economy straight down the drain, so if the minor nation you want to play as starts with a ruler of less than 6 martial you just have to restart.
I am a count, conquered another county, but its capital is a temple so I get no levies.
I can't give it away (cause I'm only a count so I'd just lose it ) nor appoint a bishop, and I can't change the county's capital.
What am I missing ?
Edit SOLVED : Never mind I found it, I had to pass limited crown authority then strip the title from the guy holding the barony, then I could move the capital to it...
But it triggers me that Hamburg capital is now Buxtehude and not Hamburg anymore

The statement in opposition made some interesting arguments (especially compared to Proposition No. 1)

The rebuttal does address some points but I think it leaves many points standing.

Both the oppositions and the rebuttals arguments could be factually inaccurate or 'spinned'. I don't feel that I can vote on this issue without more information. Cursory searches didn't dredge anything up so I'm posting here wanting to hear general opinions and hope that better informed citizens can speak up.
