Why is it that Akagi and Kaga had three flight decks when the they were first converted to aircraft carriers? Argus, HermΓ¨s, and BΓ©arn were converts that had all been constructed by this point and had conventional designs. Even HΕshΕ had already been built by the Japanese and she only had one flight deck. So what was with this departure from normal design?
