I'm a 22 year old Jesuit Volunteer with the JVC Corps. The faith-based group that I work with (Samaritan Ministry of Greater Washington) has been involved in the rights of DC voters and participated in the voter march last Saturday.
One could imagine my shock to learn (embarrassingly late in life) that for all of Washington, DCβs symbolic importance in our nationβs history, its own people lack the same voting privileges as the rest of us who hail from the fifty states. While DC citizens pay the highest federal taxes per capita, they lack equal voting representation in Congress. Our nationβs own capital is a member of UNPO, a national organization for unrepresented nations and peoples. According to the UNPO website, the lack of adequate congressional representation has allowed congressional representatives from other areas of the country to abolish public health programs and repeal other laws established to benefit DCβs people-- who also experience some of the highest poverty rates in the country.
This obscene power imbalance is where the often-reiterated motto of the people of DC (βno taxation without representationβ) comes from-- this same motto that those of us growing up in the 50 states learned about, this same motto that American patriots during the Revolutionary period used to rebuke the British Empire-- is being leveled at American federal officials by the people who live in their capital, and rightfully so. In addition to the aforementioned poverty rates, African Americans make up the largest racial group in the city, which leads DC citizens to also suspect that racism and continued attempts at black voter suppression are motivating factors in efforts to keep them from equal say.
DCβs citizens have been clear that the only path to adequate representation is their inclusion as a state. While initially, our idolized βFounding Fathersβ opted to build the nationβs federal capital on non-state territory, federally owned buildings and jurisdictions would not be considered as part of the prospective 51st state of the country-- only the residential areas would be considered their own state. Following the ultimately inconclusive statehood referendum in 2012, Puerto Rico is about to hold another referendum on Sunday, June 11th.
The referendum has three options for voters: Statehood, Free Association/Independence, or, added later and as requested by the Trump Administration, Current Territorial Status.
The recent election of Ricky RossellΓ³, a pro-statehood governor, suggests that the people of Puerto Rico are ready to vote for statehood. However, complicating matters are leaders of both the opposition Popular Democratic Party and the Puerto Rican Independence Party promoting a boycott of the referendum. Their goal, along with the Trump administration's insistence on adding a third choice, is to prevent the statehood option from gaining 50+1% of the vote or to diminish turnout in such a way that the results do not grant a clear mandate for statehood.
Even if a majority of Puerto Ricans vote for statehood, will Congress take action to admit them into the union? How long would such action take? The addition of Puerto Rico, with 3.7 million people as of the 2010 census, would add 2 Senators and multiple representatives; I'm not sure how the calculations for Representatives would work, but their population is similar to Oklahoma and Connecticut, who each have 5 Representatives. Would Republicans be hesitant to potentially bolster Democratic representation in Congress?
