Swallowwort is taking over where I live. It’s simply impossible to dig it all up. I picked pods but they kept growing back last summer. The infestation is worse than ever now. Does anyone know when the best time to cut swallowwort is, biologically? What will exhaust them the most? I’ve read about doing it when seed pods are young - what do others think?

Why?
It's tenacious, useless, dangerous to milkweed-feeding species and making inroads along fencelines and embankments all over New England.
It combines the worst aspects of knotweed, bittersweet, and kudzu and yet there doesn't seem to be any real buzz.
Why aren't more people concerned with this particular invader? What can I do to change this?

For context I'm a Refuse Driver (Garbage man) & today I was on food waste. After I'd tipped I was checking the wagon for any defects when I spotted a lone pea balanced on the lifts.
