What rarity would you assign to a ring that allowed you to cast Hellish Rebuke at 1st level without expending a spell slot? Requires attunement.
Edit: I going to reduce the damage to 2d6 and classify it as a mid- to low-end rare item. It won't cast Hellish Rebuke as it will be its own unique ability.

This is such a smackdown at LA's crazy advice, from SF:

LA Public Health Officer made that comment without a shred of Science to back up her decision. She behaved rashly and undermined trust in public health, again, and she can sit at home and play tiddly-winks all she wants with her cats while the rest of California gets on with their lives.
Hey guys, I have a question regarding Hellish Rebuke. One of my PCs decides to walk away from the threat range of an enemy, and the enemy then uses its reaction to make an attack of opportunity against him. The attack hits and deals some damage, but then the PC wants to use his reaction to cast Hellish Rebuke on the enemy (Hellish Rebuke is a 1st level spell, with a casting time of 1 reaction).
Is this RAW? I allowed it, but I was a bit confused, what do you think?
