Does the city publish a timeline or schedule for upgrading sewer systems in neighbourhoods?

I've been noticing certain roads in my neighbourhood getting torn up for sewer / water upgrades, and every year it's been gradually moving closer to my house. I was just wondering if the City publicly posts the plans for this, as I assume they need to map it out a few years in advance?

I'm actually excited for this, even though it will be a disruption, as I've heard you can also use this as an opportunity to upgrade water pipes coming into the house (our water pressure is super low).

Question about the makeup of our solar system's neighbourhood

I have a question. How typical / lucky or unlucky did we get in regards to the distance to the nearest star systems.

Exploring any other solar system with anything but telescopes seems a good 100-200 years away right now. But the nearest systems are 4 light years away at the closest and we may observe systems that are more interesting that could far greater away. So how close is that compared to other systems? I have been led to believe our system seems to be rare and that binary and larger systems are much more common. What about our closest single star systems. Are they all 4 Light Years away from the nearest systems? It feels like we got a bad deal and we are out in the country and not in a well populated area. Or is being out in the country a luckily thing because we needed it to be in a stable enough system for life to start.

I just want to know if we as a race of explores got an abnormally big ocean to cross and would being in an another system have given us much better intersystem exploration options?

Hilariously funny English "modern" novel: cynical old person terrorizes neighbourhood using tunnel system/sewers. Had a comic-y colourful cover IIRC. Possibly also killed neighbours dog and installed surveillance equipment?

I read this book about ~12 years ago and I don't remember anything about it apart from the description in the title.

I am not even sure if it really was an old person and if there were tunnels involved but the main character somehow terrorized his neighbours (to a ridiculous extent) and I am pretty confident that his reasons for rather minor/non-existent. Can't remember if there were rockets/bombs or anything else involved but I am sure there was SOME connection to military. Maybe he was in the military once? Or he called for tanks/airplanes backup towards the end of the plot?
