My fellow Manitobans. I'd like to ask your opinion on a problem that I perceive in our current Mental Health patient care involving the Personal Health Information Act (PHIA) of which you may find and read here: https://web2.gov.mb.ca/laws/statutes/ccsm/p033-5e.php
I would like to ask of the following class of people to provide their experience and input, those of you who are:
- Family members of a person who has attempted suicide
- Family members of a person who has committed suicide
- Family members of a person who is drug addicted and has been hospitalized for overdosing.
- A former patient who was hospitalized after a suicide attempt and is in a position to share their feelings on the importance (or detriment) of family member supports in their recovery
- A former patient who was hospitalized after an overdose (that was not related to a suicide attempt) who can speak to the importance (or detriment) of family member supports in their recovery
- Healthcare professionals who deal with the above type of patients and their families. I would like to hear your perspective on PHIA.
Who I would not like to hear from: anyone who is judgmental of those who are suicide survivors or drug addicted. Nor judgmental of families who are acting in good faith to support and help their loved one.
Background on my family's situation. I have a close family member who has attempted suicide several times, a majority of times being in the past calendar year due to mental health reasons. Two of those attempts were within 18hrs of each other one of which was while in the care of a hospital. The suicide attempts started about 5yrs ago and my family member is currently in the hospital recovering from their last attempt.
My family and I have tried, in vain, to help our family member however they refuse to give us permission to be given health information. We, the family, are acting in good faith and want to help our family member, we truly do. Unfortunately their mental illness prevents them from trusting anyone.
We have tried to deal directly with my family member's healthcare providers but at every turn we hear "your family member has not given us permission to talk to you". We managed to convince our family member to give us permission the other day, however our family member's healthcare providers state that our family member is "not deemed competent to make that decision and it can only be made once they are"

A person could donate up to 30 grams a day to as many people as they want. If numerous people did this they could be helping tons of sick people.
