Some scenarios to consider (in all situations the human shield is willing to take damage instead of the PC they're protecting):
1 - A PC wants to stand in front of another PC to intercept ranged attacks.
2 - A PC in the line of fire wants to use their reaction to jump in the way of a ranged attack.
3 - A PC wants to use a (mind-controlled) NPC to block/absorb damage as a human shield.
Are there rules that address these situations? If not, how would you rule on them?
Edit: by shields I mean energy shields
Basically hold a civilian in front of them, with handgun in other hand. They would move very slow of course, dragging the civilian (no fast side strafing or running, like normal AI). And some body parts always visible, so you can take risky shots. Not completely blocked by the civilian body. If they shoot, their face is always visible (to aim)
More challenging situation/enemy type, that would occur rarely. You'd be almost forced to flash/CS/paintball gun them, to get enough time to aim and drop them. Or make them let go of the human shield. Or, draw their attention, then someone else shoots them from the side
To balance it out, maybe their aim would be a bit worse than normal handgun AI (because of the struggling civilian distracting them)
They would try to use the Human Shield to retreat, or when cornered
Through the shields, the bombs were little flashes in the night. Occasionally the shields sparked blue and the dissipating energies blotted out the stars. In those times Siala gripped the armrests of her chair a little tighter, glancing over at Maitresse for support.
Nothing moved except her eyes. Maitresse was a creature carved from ice. Pale skin peeked out from the edges of a black uniform, her dark hair was knotted and piled upon her head. She held a death wand loosely in her right hand, its end faintly hazing the space in front of her. When she looked at Siala, the girl thought her eyes were brighter than all the bombs combined.
βWhy are you afraid?β Maitresse said. βTheyβre only toys, child. Your own tantrums were far worse.β
Siala ducked her head. βYes, Maitresse. Itβs just thatβ¦β
βSpeak up, girl.β
βItβs just that I havenβt seen a bomb in quite a while. I havenβt been a child in a long time.β
βIs that so?β Maitresse said. Her eyes turned the shocking blue of her laughter, like stepping suddenly into ice water. Siala bowed deeply.
βLook outside Siala, what do you see?β
Siala saw warships, an entire fleet ranging from one side of the viewscreen to another. They were bright chevrons in an ocean of night, each one picked out by the computer systems and outlined in subtle hues as befitted their class. A playful green for the nimble corvettes and blastboats that scoured their shields, pink for the frigates and gold for the cruisersβ the ice blue of Maitresseβs eyes for the carriers.
Siala saw them vomiting missiles and starfighters, each outlined in their colors until it seemed they were being assaulted by a company of rainbows. Siala thought that when she went to sleep that night she would dream about what she saw, dream that the starfighters coalesced into great arcing formations and spiraled around their little ship, tightening and tightening until they trailed rainbow skirts all the way home.
βI see war,β Siala said.
βWar. Child, pray that you never see a real war. Try again.β
Siala pursed her lips. She stared out again, resisting the urge to filter the information through her console. Her Maitresse was old-fashioned, she still believed in the power of intuition.
