Gatlin's IGA was the only grocery store in Fairfax in Allendale County, per https://www.bettersouth.org/2014/10/another-closed/, a website that monitors stuff like this. The store was owned for a number of years by a local couple, the Gatlins. It apparently closed in late 2013. Let's take a look at how it got involved with our usual cast of characters and the convoluted dealings subsequent to the sale by the Gatlin family to JMB. If nothing else, this is interesting for how interwoven these folks all are.
Back in 2005, a lawsuit was filed against the owners of Gatlin's. Details are not available on the Allendale County website, but it's probably safe to assume it was a slip-and-fall or that sort of thing and it's listed as a personal injury suit. In a completely unsurprising turn of events, an attorney from PMPED served as the plaintiff's counsel. The case settled for an unknown amount.
One of the owners died in 2007, and in 2010, JM (Jeannine) Boulware purchased the store and the land on which it sat via a newly-created entity called Gatlin's LLC. (Why? Who knows? Seems off-brand.)
The purchase was financed via an SBA loan from Community South Bank out of Tennessee. SBA loans are made through banks, but guaranteed up to 85% by the SBA. That means the lending institution only risks 15% of the loan amount. If a lender has a large enough portfolio of SBA loans, they will be audited specifically on the SBA program, but not every individual loan is looked at.
This purchase was made during the financial crisis, an extremely tumultuous period in commercial financing. According to the deeds, the purchase price was $400K. The loan from Community South Bank was $797,500, a very significant difference. Possibly, the excess was intended for working capital. Whatever the reason, the bank was only on the hook for about $120K. The federal government, via the SBA, would cover any additional losses from a default. In addition to the property directly purchased, JMB put up some land on St. Helena island as collateral for the loan.
