The People's Republic of China could technically offer whatever they want to tempt Kawhi to their league. Yes obviously it's a huge amount of money but it's an investment.
Could you imagine the storylines of the CBA stealing Kawhi Leonard from the NBA? The Finals MVP went to China! The headlines would write themselves and it would be huge for the league. Instant exponential growth!
I think the NBA needs to be ready for this. It may not be Kawhi, but what about Giannis in 2021?

Americans contracted with Chinese basketball teams have been summoned to return to China and prepare for resumption of the league after a 14-day quarantine. Sources tell ESPN that many players are refusing to return due to safety concerns. ESPN news story:

In order to use this file, copy and paste the URL to a brand new custom league using the "Enter league file URL" dropdown.
Currently this file only has teams and will hopefully have players within the next month. The league is still good to play with since everything is pretty accurate to the CBA including game simulation.
Right now only Chinese players are generated, with very few Korean and Japanese players. Soon I'll add a couple more foreign countries but for now those are the three that'll be worked with. If there are any issues with the names please let me know.
I couldn't find accurate rules for everything such as a proper minimum and maximum salary, maximum and minimum roster sizes, quarter length (I think I got it right), foul out number(is there one?), and city populations with arena capacities (although the populations should be close to accurate). Please let me know if you have the numbers on these and I'll add them in.
