Following the creation of the Ulster National Vanguard, the political wing of the Ulster Nationalist-Unionist movement, it will need an armed wing to defend itself from the Irish-Catholics if need be, >!as well as to secure the existence of the Ulster State through force if needed!<.
The Ulster Volunteer Force, founded in the the 1910s, has always stood for the preservation of the Ulster identity and protected us Unionists from the hostility of the servants of Rome in Dublin. In 1926, they bravely fought for Ulster to create the free province. Before they could wage a true war upon the republicans, a ceasefire was signed, permitting the existence of the UVF and not requiring it to disarm. While it continues to function, it is not what it used to be. Much work is to be done to rebuild the UVF for the struggle of the Ulsterites.
First on the list of priorities for the reconstruction of the UVF is leadership. While he has always served Ulster and Britain faithfully, James Craig cannot manage the rebuilding of the UVF and the political movement alone. Thus, recipient of the Victoria Cross and veteran of the Weltkrieg, Norman Harvey has been selected to be the first Chief of Staff of the Ulster Volunteer Force. A headquarters will be established in Belfast to organize the rebuilding, with regional headquarters being created in Londonderry and other towns in Ulster.
Secondly, is the issue of manpower. Currently we have an estimated 10,000 men enlisted in the UVF ready to defend Ulster. While these numbers are decent, in the event Ulster needs to be defended with arms, this number will not suffice. By the end of 1937, a further 10,000 men are needed to form the core of the UVF, with the YCV recruitment goal being 5,000. They will be organized into 3 operational zones, north, west and south, with each zone having one brigade of 3,000 men, with the exception of Belfast having 4,000 men. Each brigade will contain 3 battalions.
Thirdly, there is the issue of training. The ragtag nature of the UVF in the 1925 war proved to cause us unable to fight the Irish Army except for those who served in the British Army during the Weltkrieg, who performed better than the other fighters of the UVF. If we are to defend ourselves against any potential Catholic aggression, the UVF needs to be a trained force. Therefore, CoS Harvey has ordered that all members of the UVF meet weekly to practice shooting and rural tactics.
