This man, Howard Zwemer, was a US fighter pilot who earned the Air Medal and Oak Leaf Cluster during World War II after flying 52 missions in his P-51 Mustang over Europe (31st Fighter Group - 15th Air Force). He is now 96 (photo is from 1982) and going strong. Letβs show him some Reddit respect!

PME Ribbon/Oak Leaf Clusters - C15/C14 DLC
About a year ago, this thread <https://www.reddit.com/r/AirForce/comments/4nlv2r/alsncoasncoa_pme_ribbon/> was posted saying that you're awarded the PME Graduation Ribbon for completion of DL courses.
The referenced reg in that post is AFI 36-2301 dated 4 Nov 2016. The current Awards and Decs AFI (36-2803) is dated 27 Jan 2017 and mentions nothing about awarding the NCO PME Ribbon for DL courses.
Nov 2016 vs Jan 2017
So I'm assuming that since the newest version of 36-2803 DOES NOT state what 36-2301 states, then we are not to be awarded the NCO PME Ribbon for completion of C14/C15. Correct?
Thoughts?

Gold Border and Oak Leaf Cluster?
So here's my situation. I have been trying to get my ribbons updated, but I'm having trouble finding clarification for the Air Force Expeditionary Service Ribbon. My first deployment was in a combat zone, so I earned the ribbon with the gold border. However, I also read that an Oak Leaf cluster is authorized for subsequent awards of the ribbon. I returned from my second deployment about two months ago, but that one was not a designated combat zone. However, I still satisfied the requirements for a second award of the ribbon (just without the gold border--which is a one-time award anyway). My question is, should I have the ribbon with both the gold frame and the oak leaf cluster? Or would I only receive an Oak Leaf Cluster if my second deployment was a combat zone? Only the gold border signifies it was a combat zone.
