Matsusakagyu Yakiniku M in Osaka is rated really well amongst many English speaking websites (including tripadviser, which i absolutely loathe and don't trust) but i think that restaurant has received accolades from seemingly unknowing tourists. I'm also beginning to think that the restaurant boasts really great SEO/SEM thus solidifying it's reputation. On tabelog however, it's not rated highly (just over a 3) amongst locals (anything over 3.5 is considered great-exceptional) and I even read one Japanese review claiming that Matsusakagyu doesn't really serve Matsusaka beef, and I'm beginning to suspect it may be the case as the prices for food seem too good to be true.
My Japanese level is still elementary so i'm having a difficult time researching a proper place, whether it be yakiniku or teppenyaki. Where should i plan to go?

I'm not very well-versed on the subject of where to get it and what style to get it in, even after researching online for a while. I'm going for my birthday dinner during my visit, so I'm hoping you folks can help out.

- A4/A5 Matsusaka beef
-Need recommendations on how to have it (shabu, sukiyaki, teppenyaki, etc)
- In Tokyo (we are staying in Shin-Okubo, any rail accessible area is fine within reason <15-20min)
- If possible would like to keep the cost under $100 or 12000 yen per person (not sure how realistic this is.)
- Open to lunch but would prefer dinner

I've read the FAQ and have been researching for hours. I either don't find a website, or don't find a translated menu, or the translation on the menu is questionable so I am not sure if the place meets my needs. I'd appreciate help.
I am looking for a restaurant that serves Kobe or matsusaka beef in Tokyo. Location doesn't matter. I am staying in Shinkuku but will be travelling to 5-6 neighborhoods over my stay and enjoy travelling to other neighborhoods.
I would like a high quality place (above 3.5 on Tabelog). I would like to spend less than 15000 JPY for the meal. It can be for lunch or dinner. Does not matter to me. I would prefer NOT shabu shabu. Preferably teppanyaki. I cannot eat raw meat due to a health condition.
I asked my hotel concierge for help and they said I cannot find Kobe beef in Tokyo under 15000 JPY. I dont believe this. I read this article on 7 best Kobe Beef restaurants in Tokyo , and researched most of them, but they only have Wagyu specified on their menu.
