So my father got a call a couple days ago from someone claiming to work for PayPal's fraud department (he has a Paypal card/account) and it all seemed very official/professional. They said there's been a bunch of fraudulent looking charges on his card and went through a number of charges that my dad didn't make (the typical scammy charges like target.com, itunes, walmart, etc..). Sure enough my dad looks on his paypal app and sees all the charges, and he obviously confirms that he didn't make the charges and to lock/replace the card as the person suggested.
This is where it get's pretty next level. As they're talking, the 'representative' claims that the 'scammers' just attempted to log into his account and change his password, and he asks if my dad to confirm he got a text from Paypal with a PIN. Sure enough my dad gets a text (ACTUALLY from PayPal, the standard two-step verification text they send if you try to change your password or whatever). The person didn't ask for the PIN though (that would be an obvious red flag). They said they locked his account and it's all under control.
So at this point it seems 100% legit that it's Paypal (they 'knew' about the charges and that my dad would get a text before he even got it, yet didnt ask for the PIN). They tell my dad that the card has been locked and he'll get a new one within 7 business days or whatever, and not to worry about anything, it's all good. The scammer was incredibly professional/well thought out too. He properly advised my dad to remove the 'de-activated' card from any automatic billing cycles, said to be careful about avoiding scams (wow), etc...
So luckily my dad logged into paypal today to confirm the cards were frozen, which is when he noticed not only were they not frozen, there was a dozen more charges on his card since the call he got and they maxed out his credit.
So here's what happened: The scammers stole the card info, made a couple charges, then pretended to be Paypal and called my dad to tell him about the charges, tried to login to his account so he would get a verification text, made it seem like they were on top of the situation and had it all under control, and then continued to make the fraudulent charges hoping he wouldn't notice or think it's fine because 'PayPal' already knows about it. Some hiding in plain sight, reverse psychology stuff.

Back story:
- Best friend has autism, lives alone in council housing.
- Few months back a stranger approached her and manipulated her into paying over Β£100 for grocerys
- Said stranger added her on facebook and continued to make my friend (who struggles to so no under threat of conflict) pay her money for "emergencies" and other made up excuses.
- When my friend told me about it because it was severely stressing them out, i convinced them to stop sending money, block the stranger and then i reported them to the police.
- Police took my statement and seemed very interested. They gave hints that this stranger does this alot. That was the end of it, she never tried to contact my friend again.
Current issue:
My friend's family just found out about this from "getting ahold of messages" (unsure how they did that) between my friend and the scammer (who turned out to be somebody her sister knows). Friends sister and mum FLIPPED out. Started screaming at my friend and DEMANDED my friend give her sister access to her bank account so she can control and watch what she spends money on. They even psychically grabbed her arm and pulled her into a car at one point. My friend started sobbing but eventually did what they said and now her sister has complete access to her bank. My friend does not want this but is terrified about increasing conflict in the family and getting shouted at more so she feels like she cannot change this now.
I'm thinking that this is very illegal on the sisters end? Can her family just force her to gain access to her bank without a court order/power of attorney?
So I been trying to reduce the excess or expensive items while shopping as we are saving for a house and just had a baby.
I am looking for a good bi weekly or better yet monthly shopping list to prevent constant trips and saving as much money as possible. We aren't picky eaters, I just can't eat seafood for most part. Also we have been getting almond or oatmilks as they last a lot longer than regular just for reference but we still do cheeses.

How did they start banking
As far as I can tell, the Open Banking API should be rolling out this month, but it's unclear who/when/where this is going to happen.
Have any banks opened their API up yet and are there any apps that take advantage of this?
Are there any timelines for other banks and apps that will link up with all this?
Edit: My main motiviation is to find something like YNAB that is easier, secure, and not breaking any rules. I really liked YNAB while I had it on a student trial. However, importing CSVs every now and again was tedious. I wouldn't want to provide any banking login details, so that bascially leaves me waiting for this Open Banking API to take off.
My parents are (very, very generously) paying for the vast majority of my wedding next summer. When we first started planning, the anticipated guest count was 175. 75 for me, 100 for my fiancΓ© as he has more friends, a large family and significant business network (getting my mom on board with that guest ratio was enough of a headache).
My final list is 86 people, and contains all the friends I could possibly think to invite, my entire extended family, parentsβ close friends, and the coworkers I donβt hate. I expect 75 or so to attend.
My fiancΓ© has a massive extended family, a gazillion friends, and works in a very relationship-based industry with a ton of colleagues and clients he speaks to almost daily. He hasnβt given me his final list yet, but it looks like itβll be, at the absolute minimum, 170 people: 50+ family (without inviting children). 60+ colleagues/clients/friends, all requiring plus ones. Weβre probably looking at 150 actually attending. Heβs told me itβs completely impossible to cut his list further without jeopardizing relationships.
The marginal cost per each additional guest is about $275. My parents are, um, super duper not jazzed about shelling out $14k+ for 50 additional guests. They also feel itβs simply not fair to ask them to foot the bill for a 225 person party where theyβll only know 40-50 people (my family).
Whatβs a tactful, diplomatic way for me and my family to ask my fiancΓ© and his family to cover these additional costs? Does anyone have experience doing this and having the conversation go well? How did you have the payment work - did the other family pay a portion of the final invoice? Pick up the tabs for a couple vendors whose prices approximately equalled the additional attendee costs? Keep things simple and write a check?

UPDATE (3:30 pm EST): VIRTUAL TIE IN POLLED CALLERS. We need facebankers and phone bankers to avoid a tie otherwise Bill Clinton and HRC Supporters will have power with coin tosses and other polling precinct shenanigans (re: Massachusetts, Florida with phony DEM ballots). Get pissed off people, and then phonebank with a great big smile.

I am basically looking for a ranking of banking jobs ranked from most skilled to least skilled with jobs that can be used to immigrate (ie those in skilled occupation lists) to USA, Canada, Australia or most developed Europe.

The missed call banking service generally requires one-time activation from your number. To get the service activated your number should be linked to your account in bank records. In case not just go online or visit your branch and update your number. However, some banks do not require any activation.
As of now, most banks provide two services β balance enquiry and mini statement though Missed Call.
