If a police officer sees a person committing a crime, whether it's another police officer or a civilian and doesn't do anything to stop that person from committing a crime nor arrests that person, is the officer who didn't act punishable by law? Is there a law about this?

Serious question--I grew up lionizing the police and state troopers. Thought they were the good guys and always on our side. Still do for the most part. Have had plenty of incidences in my life where I've had to call the police and the police have delivered, keeping my neighborhood safe.
I'm disturbed now by events in the news (which I think get overblown) and worse, the serious trolling of police on social media sites, esp YouTube where there are thousands upon thousands of videos showing poor police behavior, brutality, violation of civil rights and protocols. The problem is, I suspect half this shit isn't real, or is taken out of context. It's also paired with millions of videos of sovereign citizen types that seem to get a boner for making a cop's day difficult. My question to LEOs is, how do you explain this phenomeon? Is this merely a social trend or is there are more sinister movement behind breaking the bond with police?
Me: Law-abiding civilian who is pretty content with my local (urban) police force. Brother is training to be a cop.
