I don't get it. The guy wants to reinvigorate an abandoned part of city and bring in jobs and millions of dollars in revenue. He is keeping it in Baltimore because he by his own virtue has a commitment to this city, he doesn't owe anyone anything, and if he wanted too, could just relocate somewhere else. Giving tax breaks to people who will bring in money is a GOOD idea, because it offers a return on investment. I have seen things with city council people saying money should be going to impoverished neighborhoods in city, however these areas are the ones that do not have any positive economic incentives or any likelihood of ROI.
EDIT: I have to add this in because people keep repeating some sentiments that are wrong. Businesses do have leverage in these types of dealings, especially in a place like Baltimore where it is in best interest.
