[EVENT] Referendums to Be Held In All Comarques of Spain

The instability in Catalonia has shown Spain a simple truth about its most rebellious region. Just as Spain is not a homogeneous nation, neither is Catalonia, and the previous referendum treating Catalonia as such simply does not work. Cities like Barcelona simply do not want to be a part of an independent Catalonia, and we must respect their self-determination just as we do to the rest of Catalonia. This line of reasoning has been backed by many local leaders in Catalonia, most notably Ava Colau, the mayor of Barcelona. Backed by the Spanish Government in Madrid, the nationalist leaders of Catalonia have had no choice but to accept. They stand to lose a great deal of the nation by doing so, but if they refuse they will absolutely lose everything. As it stands, the following regions are guaranteed to vote against secession:

Aran

Barcelona

Tarragona

Valles Oriental

Valles Occidental

Baix Llobregat

Garraf

Baix Penedes

Alt Penedes

There exists a single Comarque noted as a battleground, Baix Camp. Most polls have given the region a roughly 50/50 shot of voting for secession.
