Suspended council boss Anne Donaghy travelled to Windsor Castle to receive a Queen's honour after months off work on sick leave.
She collected her OBE from Prince William just days after her suspension as Mid and East Antrim Borough Council chief executive over bullying and harassment allegations.
It is Ms Donaghy's first public appearance since September when she signed off from her work on sick leave.
Her solicitor said her attendance at the event "has nothing to do with fitness to work issues" and "she remains unfit to work".
Ms Donaghy was pictured smiling as the Duke of Cambridge bestowed her with the honour during the investiture ceremony at Windsor Castle.
The formal event took place on December 7 - but it was not publicised by the council.
In contrast, the local authority proudly issued a press release last year when Ms Donaghy was awarded the OBE for services to local government and the community during the Covid-19 pandemic.
But in 2021 the council has become engulfed in months of controversy including bullying allegations, senior staff absences and a police raid on its headquarters over claims of misconduct in public office.
Much of the upheaval followed a contentious decision in February to withdraw staff conducting Brexit NI Protocol-related checks from Larne Port following alleged security fears.
Ms Donaghy had faced criticism over a divisive letter she sent to the UK government on the advice of three DUP MPs raising her concerns about the protocol.
A BBC Spotlight investigation reported how the PSNI probe into council misconduct is linked to alleged attempts to delete correspondence showing she had forwarded this letter to numerous DUP politicians.

I've been following this news article with interest which details how a would-be assassin of the Queen of England trespassed into the grounds of Windsor Castle but was promptly arrested before anything malicious could occur. In particular I was interested in the investigative methods used to identify videos and images of the alleged suspect Jaswant Singh Chail.
Two main things I was interested in:
- How did journalists identify the pre-recorded video shared on Snapchat so quickly
- From where did they find the 'first images' of the alleged suspect
I did some basic searches to try and replicate the findings, but yielded no results, namely:
- Reverse-image searched across multiple search engines for the 'first image' of the suspect. I didn't try pimeyes though as I no longer have a paid account - would this have shown anything?
- Extensive searching across social media for accounts possibly linked to the suspect based on the suspects name, but this was pure guess work.
- Googling for the suspects name coupled with keywords associated to his hometown and also with keywords related to the attack at Windsor.
The best I could find was the suspects home address, and previous address, thanks to the reported name of his father and details on Companies House, which led to an outdated Facebook profile of the suspects Sister, but with little to no leads from that account.
Has anyone else been following this news story, and could possibly share insights into how the Snap video and Images would have been obtained by the Journalists involved? I was impressed to say the least.
