Why doesnt the united states follow one set of laws?

Imo each state having its own laws is not good for the people of a country. What i mean is take California for example the laws here are horrible and the tax is also horrible, but since only California has to deal with it no one else cares, where as if it was universal for all of the country there would be riots because everyone wouldnt stand for the governments bs

The mass expulsion of Haitians from the United States without screening for their protection needs may constitute a violation of international law, the United Nations' top refugee official said on Tuesday.

This is the best tl;dr I could make, original reduced by 46%. (I'm a bot)

> Haitian migrants who have just arrived after U.S. authorities flew them out of a Texas border city on Sunday where thousands of mostly Haitians had gathered under a bridge after crossing the Rio Grande river from Mexico, hire moto taxis after leaving the airport, in Port-au-Prince, Haiti September 19, 2021.

> REUTERS/Ralph Tedy Erol.GENEVA, Sept 21 - United Nations agencies on Tuesday voiced concern at the United States' deportation of migrants back to Haiti, saying that people massed along the border who fearedviolence or persecution at home had a right to seek asylum.

> A camp under a bridge over the Rio Grande on the border between Mexico and Texas has become the latest flashpoint for U.S. authorities seeking to stem a flow of migrants fleeing extreme violence or poverty in their home countries.

> The camp has held more than 12,000 migrants, most of them from Haiti, hoping to apply for asylum in the United States.

> The United States is expelling migrants under an order issued in March 2020 by the U.S. Centers for Disease Control and Prevention, which cited the need to limit the spread of the coronavirus.

> "We have been calling for an end to these 'Title 42' public health-related asylum restrictions for quite some time, and to ensure access to asylum for those who lives really depend on it," she said.

Student borrower and cosigner (if applicable) must be United States citizens/nationals or lawful permanent resident aliens of the United States

Ok so I was checking private student loans via credit unions for a cheaper rate. I stumbled across a credit unions with a 3.25% interest rate with up to 150k loan over 3 years and a 3 year deferral option. At the very bottom it mentions the title of this post. So, in this instance what is a US national? I know for banking and finances we put permanent resident but i assume this doesn’t apply in this case. It also lists permanent residents separately so obviously they don’t consider that to be a US national. Anyone know by chance? Unrelated question: if i defer for 3 years and pay within that time frame do i still have to pay interest?
