The artist is Wolle Kriwanek and the song is "Kopf Oder Zahl" -- Snowgoons sampled it and chopped it up to make the beat for Heads Or Tails from their 2007 album "German Lugers."
I can't even find Wolle Kriwanek's version of "Kopf oder Zahl" on YouTube, there's like a million songs with that particular title and they all sound different and none of them sound anything at all like the track Snowgoons sampled from.
