Hello everyone, I'm having some trouble diagnosing and treating the substance in the following album.

I heard from my dad that it might be a bacteria. However I am unsure of this. I've had it almost since I set up the tank (29 gal) and introduced fish and live plants. This was about October. Recently, since adding the new pictured plants, it seems to have come back with a vengeance; it is also in the filter.
I recently treated the tank with an anti Fungal (thanks live aquaria) and it randomly disappeared for about 18 hours. It has been back ever since.
In the tank I have 7 small apollo sharks, 1 small Bala, 2 female bettas, 3 full grown corys, 3 baby corys, 2 Chinese algae eaters, 1 very small black ghost knife fish, 3 rope fish, and 11 mystery snails. I keep up with water changes (green water is left over from anti Fungal). Parameters are 0 nitrate/nitrite and 0.75 ammonia(most likely due to a filter Media change) 80 degrees F, and a 7.3 pH. Everyone seems happy, no signs of distress. I just dosed with bacteria for the ammonia.
