The Trump administration arguing (in part) that they needed to assassinate General Soleimani because he presented an "Imminent Threat", which gives them legal justification to attack under America's War Powers Resolution, and also seems to be recognized by the UN as self defence. However, a bi-partisan group of members of congress who have seen the evidence for this assassination have said that it does not support the Imminent Threat standard.
My question is this: if it turns out that there was no legal Imminent threat and the US attack was illegal, are there any consequences or any mechanisms for accountability for those who ordered the attack under either US law, or from international bodies?
