What are the consequences to the US Administration if their assassination of the Iranian General was not legally justified?
The Trump administration arguing (in part) that they needed to assassinate General Soleimani because he presented an "Imminent Threat", which gives them legal justification to attack under America's War Powers Resolution, and also seems to be recognized by the UN as self defence. However, a bi-partisan group of members of congress who have seen the evidence for this assassination have said that it does not support the Imminent Threat standard.
My question is this: if it turns out that there was no legal Imminent threat and the US attack was illegal, are there any consequences or any mechanisms for accountability for those who ordered the attack under either US law, or from international bodies?
Has there ever been a society that set requirements for executive elected public officials? (i.e. minimum education level, IQ, testing knowledge of civics, experience in public administration, general aptitude testing, etc.)
