I m not quite sure how this happened, sure this is somewhat historical but all of a sudden, the region suddenly swapped from AUstria to Spain. Is there a event now that causes this?

Hi guys!
I would like to spend a semester in the Netherlands as an exchange student. I am studying law in Vienna which I am about to finish up...I am considering the Erasmus semester as my last semester. I am not entirely sure which city to choose. There is wide range of offered cities by my university; Amsterdam, Utrecht, Rotterdam, Den Haag, Leiden, Maastricht, Groningen and Nijmengen.
Unfortunately, Amsterdam and Utrecht are very unlikely for me since my grades aren't good enough and also those 2 destinations are probably the most popular ones. I have to send my university a list of 5 cities (priority based).
My current list:
Groningen and Maastricht are probably the easiest ones to apply for.
I am honestly thinking about Rotterdam and Leiden a lot. It sounds like Rotterdam is more fun and Leiden is way more difficult (it has one of the best law faculties WORLDWIDE)...however I am not amongst the preferred students when it comes to Rotterdam (those who have already participated at certain courses will be preferred).
Maastricht just seems to be so mainstream, I don't know. I have the feeling that everyone who can't get Amsterdam or Utrecht just goes for Maastricht...I don't want to be that guy haha.
I don't really care much about the remaining cities, I just want either Leiden, Rotterdam or Maastricht.
What am I looking for? Honestly, I really want to study in the Netherlands, but I also want to have a good time there. I mean, I know that the law faculties are really demanding in the Netherlands but I am already spending my entire semester at my desk in Vienna, so I would love to have at least some leisure time during my erasmus semester. Also, I am only a student who works 10 hours a week to get some cash in...I am sure that I will get some financial aid from my university but honestly I would not want the rent to be typically too high in my city.
I also do lots of sports (gym, volleyball, basketball), however I have never used a bike in my entire life...so I will have to get into that soon lol. I don't need any "coffeeshops".
Can you help me out with my list?
