Rowling was called out from taking from Tolkien and others, but that was just an inspiration. However, the entire premise of HP is taken directly from the 7 books "The Worst Witch", first of which was published when Rowling was 9 years old.
The author, Jill Murphy, was even attacked by HP fans for "stealing the idea and writing exactly the same books, just with girls".
The Worst Witch is a story of a young girl, who is a bit shy and awkward because she grew up without magic, who enters special school for magically gifted kids, located in an magical castle (invisible to non-magical people) in the enchanted forest. There she makes 2 best friends - the fun one and the nerdy one. On the first day, she meets her classmate nemesis - a rich blonde kid, who has a father who is the chairman on the board of governors at school. This kid enjoys special admiration the the tall, stone faced potions teacher, who always wears black, is quite tough and at first seems to especially hate the protagonist. The main protagonist fortunately has the sympathies and protection of the grey-haired kind old headmaster.
The protagonist always gets into trouble, but managed to save the day. Most premises for the stories in HP (Broomstick trouble, Lockhart...) are taken from TWW. I suggest before you comment to watch first at least 10 minutes of the s01e01 of the TV series (1998) before commenting that it is completely different.
BTW: The magical school was founded by a woman called HERMIONE.
Just learned today Friends is living Netflix exactly on the first day of 2020. I've been wanting to watch the old 1998 Charmed TV series for a while but I am worried it will leave Netflix soon like Friends.
Can anyone tell me the date Netflix intends to cut off the series from their programs?
