(I love Pavement) Why is Pavement considered lo-fi? Slanted and Enchanted isn’t from my experience with the term.

What are my options here? This concrete step is slanted and we don’t like the look of it. It’s 8 1/2 “ at the top closest to the wall. I built a step around it that’s 9”. (See link). It seems too tall though. Should I build a smaller 3” step in front of it to make it a 2 step? What would be best?
