• In Morrison's Batman run, Batman already has plans of marrying Batwoman (Kathy Kane) until she runs off, leaving Batman heartbroken.

• In Batman Year Two, Batman proposes to Rachel Caspian until it is discovered that her father was the Reaper, Rachel decides to become a nun to atone for her father's sins, leaving Batman heartbroken.

• In Son of the Demon, Batman joins forces with Talia and Ra's, Talia gets pregnant and Bruce plans to stay with her and be a family, Talia loses her child (or that's what she tells Batman) and the alliance is dissolved. Batman is left heartbroken.

• In Mask of the Phantasm, Bruce proposes to Andrea Beaumont but she escapes with her father from the mafia, leaving Bruce heartbroken and with nothing to stop him from becoming Batman.

• In Legends of the Dark Knight Halloween Special "Fear" Batman plans to marry Jillian Maxwell, until Alfred discovers that she's trying to rob him so she flees. Batman captures her, and is left heartbroken.

• In The New Batman Adventures episode "Chemistry" Bruce proposes (and marries!) Susan Maguire, until she is discovered to be a creature created by Poison Ivy, Bruce is left... well not heartbroken. More disdainful than anything else.

• In Batman The Wydening Gyre, Bruce proposes to Silver St. Cloud until Onomatopeia slits her throat and... the series was never finished. Can't imagine that has a happy ending though.

These are all that I can remember at the moment. I'm sure I missed some. But sure, Tom King. Batman proposing and the marriage getting called off therefore ending Batman's chances at happiness is something we've never seen before.

Given it's current revision wording:

• Since the bill removes freedom of association and grants the mayor ability change most laws by whim, the mayor can arrest you for being friends with someone.

• Since the bill removes freedom to not have your belongings seized by the government, the mayor can announce that everyone has to pay a 100d/week tax for no reason and with no accountability, and just spend it on hookers and blow and arrest you if you don't pay.

• The mayor can also just declare that he owns your house now at any time, and he would indeed own it.

• The mayor can remove the clause that says laws can't mention people by name, and can grant himself all sorts of wacky special powers, by name, that will persist even if he is removed from office, and include a clause that says this clause can never be adjusted by another mayor, etc. Including powers to change the mayor rules, and simply resign from mayor before changing them, so that none of the protections apply anymore.

• The mayor can disenfranchise anyone he wants, because even though he's not allowed to change voting rules, he can just apply the existing voting rules to make you ineligible. Such as by taking ownership of all your property so that you don't meet the property requirement of citizenship anymore. Or by just declaring you're not a citizen. OR by making up a new criminal code law, changing the court rules to be his word = guilt for that law (the bill prevents him from changing III.B but not III.C), convicting you, and if you don't surrender yourself to be pearled, you are ineligible to vote because of an unserved sentence after 24 hours. Or probably like half a dozen other ways.

• The mayor could claim land right in the middle of Mir or wherever for Mt Augusta and cause perfectly justified wars waged against us that we can't win without anyone's approval, because the "land must be not claimed yet" clause is removed.

• The mayor can declare that the land under your house is not Mt Augusta anymore, and do anything there at all without any of our laws applying, and then re-declare it Mt Augustan land again. So even various atrocities that would be covered by laws he isn't supposed to be able to change he can still inflict on you legally via this (and like 20 other loopholes I haven't thought of I'm sure, I only spent like 15 minutes on this off the top of my head)
