I'm doing an undergraduate research project on cannabis laws in the Southern United States, and I'm having difficulty finding information on the jurisdictions of different law enforcement agencies. Are local law enforcement officers legally obligated to enforce state law? Federal law?
Why is it legal for cities like Chicago or New York City to come up with their own cannabis approach, and how do they do it?
Here's the specific case that I'm looking at:
In Georgia, cannabis is regulated under the Georgia Controlled Substance Act. This law establishes the penalties for various levels of possession, use, etc. So it seems fairly clear that state law enforcement is obligated to enforce that law.
My question is whether or not city or county governments in Georgia are also legally obligated to enforce that law. (Possible contributory information: the state constitution also guarantees the right of home rule to counties)
