Why is Federal Law Enforcement only 3 months in the academy while Local and State are 6 months in the academy?

I don’t get it. Like the FBI is only 3 months academy, while say Pennsylvania State Police is 6 months. I thought Federal LE has more paperwork so their academy would be 6 months at least. But what does state and local police do that gives them an extra 3 months as opposed to federal?
