The Sikkim State Council stands in an interesting position. The Sikkim National Party (SNP), the country's foremost political power has held a staunch position against the Sikkim State Congress (SSC), Sikkim Janata Party (SJP), both of which represent a clear danger to the continuation of the monarchy. The Sikkim State Congress is an annexationist party that pushes for an Indian annexation of Sikkim. Founded in 1947, the party has always shared close ties with the Indian National Congress, who, in recent years, find themselves more involved in Sikkim's government. Party has served as the primary representation of India's interests in the region, and as of late, taking a more active political role. For this reason, the party has significantly failed in the past decade to increase its position within the State Council; this is largely reflective of the current political events of the country. The Sikkim Janata Party has become the state's primary concern, as their pro-Democracy, anti-monarchist stance and large popularity within Sikkim continue to press on the authority of the Chogyal.
The 1961 Sikkim Subject Regulation has only further strained relations between the Sikkim National Party and opposition parties. Despite promises for democratic land reform and equal opportunities for "settler" groups, namely the Nepali, Chogyal Tashi Namgyal failed to include these into the regulation, further widening bi-partisanship within the State Council. As a result, the SJP takes a more public role, rallying and campaigning for reform. Many of these protests however are broken up by the palace guard, reflecting on a more authoritarian role that the Chogyal seems to be taking lately. In an attempt to establish a large block within the State Council, the SJP merges with the Sikkim Swatantra Dal (SSD) after extensive negotiations over policies are resolved. Largely semantic in nature, the SJP takes a more liberal approach, branding itself as a "catch-all" party in order to gain a meaningful majority within the council. Given the ever-worsening political situation of the country, the SSD decides to accept, seeing it as a reasonable means of enacting voting reform.
