The 1944 Education Act that introduced the Tripartite System in the United Kingdom applied only to England and Wales (with a bill applying to Northern Ireland passed in 1947). The Education (Scotland) Act in 1945 is described as a "consolidation measure," and the Wikipedia article states that universal secondary education was already the norm in Scotland.
So I have a few questions:
Why was there already a system of universal secondary education in Scotland, while there was no such system in the rest of the United Kingdom?
Was the system of secondary education in Scotland (pre or post 1945) ever selective in the way that the Tripartite System was (e.g. having equivalents to grammar schools, secondary moderns, etc)?
Why was the secondary education system of Scotland excluded from the 1944 Education Act? Was there a reason for not including it the same education reforms as England, Wales, and Northern Ireland?

I've got a friend who has become interested in American history as he has started to be more interested in politics. He went to an early version of a magnet school that was untraditional and never got a good grounding in history. He went to a traditional college, but dropped out and switched to a vocational college b4 taking any real good core college level history classes. I reluctantly recommend Howard Zinn, but then we both decided there was too much of an ideology behind it for that to be the book he starts off with.
I can think of multiple topic/time/person specific books, but Howard Zinn's A people's history... was the only book I could think of the that goes from discovery to modern era. Whether you agree with him or not it's a good read, but I think you need more general knowledge of history b4 digging into that one. Thanks in advance for any suggestions.
