I've been programming for 10 years now and many ideas have come up to mind but I don't see myself as an expert to develop them plus I don't think optimizing my resources is the best by coding them so I'm in a dilemma. Should I start a software development agency and manage the projects I get from clients and while having a team I switch to develop those ideas or should I stick with one of the ideas and do the work for succeeding in raising capital for a team of devs? I must say I all my experience has been freelancing (creating e-commerce and elearning site), doing online businesses and doing uber driving and have never asked for money from someone and I'm currently broke. Any ideas?

A bit about me: Iβm a Louisiana Creole of mostly Cajun descent. Originally from Broussard, I now live in New Orleans. I learned French at school and from my grandfather in Vermilion Parish, and Iβm really passionate about Louisianaβs francophone past and future.
When I interned at CODOFIL, we often got requests to integrate French into local businessesβ websites, advertising, or products. Many of these requests came from native Louisiana francophones. (As you know, due to historic discrimination, most of our francophones cannot read or write French.)
CODOFIL does not actually provide this service. To my knowledge, no creative agency in Louisiana provides for our heritage French-speakers.
So when a friend and I formed our own creative agency, it was important to me that we offer the service ourselves, thereby supporting a historic (and oft-neglected) part of our francophone ecosystem: the economic sector.
