Billy was a somewhat average man and acted as such, except for one thing. He was extremely vindictive. If a waiter got his order wrong he would not give them a tip and set up a situation for them to trip, typically into another table. He would occasionally stalk people who he considered to have wronged him in some way, just waiting for a way to make their day miserable.
One day he was fired for misconduct. All he did was follow the intern who got his coffee wrong and personally deliver a bottle of rat poison to her door. So he followed the HR manager who got him fired for the intern to their home. Intent on killing them. However, the HR manager saw Billy following them and sneakily called the cops to arrest him. Billy was quickly arrested and tried for multiple accounts of stalking, misbehavior, and assault.
He was going to be transferred to the new prison on the artificial island in New York, but the vehicle was intercepted by a group. They gave him a cannister containing a gas that unlocked his stand, γ42nd Streetγ.
Stand Type: Long Range Artificial Humanoid
Stand Appearance: A lanky metallic humanoid covered in street signs. Over its face is a street sign reading "42nd Street". The signs are the inverse of whatever color they would regularly be (and w/out letters besides its head). While in a sign, it has no legs and its lower torso becomes a steel pole.

Boulevard Breaker: To use the ability of γ42nd Streetγ to its fullest the user must find a map of an area. While the user is in the area the map depicts, the user can have γ42nd Streetγ enter the map. From there it can manifest itself out of signs in the area the map depicts. Signs are now shown on the map as green dots. γ42nd Streetγ can report its findings back to the user with ease. The more accurate a map, the more accurate the placement of signs (both the ones already there and the ones γ42nd Streetγ creates.
